Abstract

The intention of this MDP is to examine how a local control, community-based decision-making strategy might be effective in a context in which tourism development is largely controlled at the national or state level.Three existing conceptual strategies are examined: tourism planning, sustainable development and Community Economic Development. These are compared and contrasted to determine similarities and differences and to define a combined strategy for application in the tourism context. This common planning framework is called Sustainable Community Tourism Development.Sustainable Community Tourism Development is a planning framework that advocates tourism planning in line with community goals and values. Principles, processes and elements for sustainable development in the community tourism context are proposed. This strategic concept is proactive. The ultimate goals are to achieve community goals, enhance community quality of life, protect natural, social and cultural resources, achieve profit through economic health and enhance visitor experience.Mexico is the country in which tourism development and policy is discussed and the Sustainable Community Tourism Development framework aligned. Although Mexico has established policies to create more sustainable tourism, the country has yet to show examples of policy implementation. It is suggested that communities take action to demand participation in the planning and development of tourism. Suggestions for community action include creating a community tourism advisory committee.
