In November 2008, the Government of Quebec released a five‐year action plan in support of collective entrepreneurship. The government action plan for collective entrepreneurship aims to maximize the impact of this economic sector which includes cooperatives and non‐profit organizations (NPO). The government wants to give these stakeholders concrete means, adapted to their reality, to enhance the dynamism of regions, and to meet the needs of communities within each region, in a perspective of sustainable development.
