Abstract

This research study explores the use of outcome-based measurement within the YM-YWCA of Greater Victoria (the Y). The specific research question is: Using outcome-based measurement planning and evaluation theory, what processes, tools, and resources does a non-profit organization require in order to assist it in demonstrating the extent that it is meeting its mission and specific end statements? The specific organizational end statement addressed is stated as: individuals develop, and benefit from, all the dimensions of health/wellness--physical, mental, emotional, spiritual, social and occupational.To support the study, four areas of the literature are reviewed: policy governance model, evaluation and performance measurement in organizations, outcome-based measurement, and health and wellness.The research question is addressed by using action research principles and two specific, qualitative methods: appreciative inquiry interviews given to Y members in order to gather initial data, and a working focus group of staff and Y members that worked through an outcome-based measurement logic model.Three of the major findings of the study include: the importance of creating readiness before working with a program logic model, the non-linear, recursive nature of the outcome-based planning process and the challenge of moving from a list of ideas to full integration of the program logic model.
